IMDC
The consortium of IMDC, the Dutch companies CDR International and Rebel Group and the Ghanaian company ADK has been awarded the Feasibility Study for Deferred and Performance Based Maintenance Dredging of the Odaw Channel and Korle Lagoon in Ghana. The client is the Ministerie van Economische Zaken en Klimaat, Rijksdienst voor Ondernemend Nederland (RVO) and the Ghanian Ministry of Works and Housing.
The overall objective is to contribute to achieving 1 in 10 years flood protection in the primary Odaw channel system, by preparing a ready-to-tender Performance Based Contracting (PBC) investment. The project is part of the broader World Bank GARID programme.
The assignment consists of a feasibility study and preparations for a PBC tender, which will be a first of its kind in Ghana. Specific objectives of the feasibility study are:
1. To assess the feasibility of deferred and routine maintenance dredging options from a technical, economic, financial, environmental and social perspective of the main Odaw River channel and the main tributaries (South Kaneshie and Agbogbloshie drains, and possibly Nima, Mataheko drain, Cemetery drain, and the Odawnaa Garages Area drain). The finalisation of the selection of the tributaries to be included in the scope of work is part of the assignment.
2. To optimise and develop conceptual designs of investment options, including identification of opportunities for beneficial use of dredged material. For example, sand separation from the dredged materials and sale of the sand, or direct usage for infrastructural works could be a possibility.
3. To assess public-private partnership (PPP) and joint venture possibilities and risks.
4. To review management capacity of responsible institutions and assess required capacity building and training needs regarding Performance Based Contracting.
5. To propose options for preventing or significantly reducing future siltation of the basin.
Specific objectives of the preparations of the PBC tender are:
1. To deliver all relevant data and information to interested and/or selected bidders, with the aim of enabling bidders to prepare and deliver a quality work plan as the key part of the Most Economically Advantageous Tender (MEAT) evaluation procedure.
2. To prepare a PBC tender document including a quality based tender evaluation procedure of bidders’ work plans according to international “Best Practice” standard to the MWH and the World Bank for approval.
3. To prepare recommendations for a Performance Based maintenance dredging contract (PBC) for the deferred and routine maintenance dredging works combined with handling, re-use and deposit of the dredged materials and solid waste in the Odaw basin.
